Wetlands have deep geological histories, stories of bedrock, sediment, and sea rise. But the direction and speed of flow has been shaped just as surely by human interests and intervention. This chapter asks how wetland commons were used, managed, and disputed in the centuries and decades prior to improvement projects. Moving from the action of ice sheets and mosses to national legislation and daily work, it examines how environmental and political scales intersected. By the late sixteenth century, communities in the northern fens faced amplified flood risks and conflict over shared commons. But these challenges did not necessarily strengthen intervention by state-sanctioned institutions capable of coordinating at a larger scale. A less linear and more fragmented picture emerges in the northern fens, where environmental politics pivoted on rights and responsibilities defined by local custom. Fen custom was reproduced by communal decision-making and participatory acts of walking, remembering, and working. It formed a flexible fabric, adapted in response to dynamic waterways and porous boundaries and negotiated through confrontations on riverbanks as well as courtrooms.
At the time and since, early modern wetlands have been subject to double vision: told as a tale of degradation and disaster or celebrated as a site of biodiversity and collective access. Violent Waters is a book about the politics of rapid, anthropogenic, environmental change in early modern England: a politics in which narratives about scarcity and abundance, the past and the future, justice and value became vital to struggles over wetlands. During projects of wetland improvement, environments were forged at the intersection between material conflicts over the distribution of resources and risk and political conflicts about flows of power.
How were environments and politics remade by sovereigns, floods, mapmakers, migrants, rioters, and writers during wetland improvement projects in early modern England? Violent Waters examines flagship ventures which promised to transform unruly fenland fringes into orderly terrain at the heart of national power and productivity. In practice, these projects sparked constitutional controversy, new floods, and huge riots. The first state-led project in Hatfield Level brought local, national, and transnational interests into contact and conflict for almost a century. Elly Robson Dezateux traces the environmental politics that emerged as water and land were constructed and contested, both mentally and materially. These disputes pivoted on urgent questions about risk and justice, which became entangled in civil war conflict and exposed the limits of central authority and technology. Ultimately, improvement was destabilised by a lack of legitimacy and the dynamism of local custom as a method of environmental management and collective action. Wetland communities, as much as improvers and sovereigns, remade the terrain of politics and the future of the fens.
Chapter 3 explores the impacts of urbanisation on the hydrological cycle, specifically the storm hydrograph. The replacement of vegetation with impermeable surfaces and the channelling of water in urban areas contribute to flooding and pollution events. The chapter emphasises the interdependence of flood risk management and water quality improvement in urban environments, stressing the importance of considering both aspects. Structural solutions for sustainable water quality improvements in urban stormwater such as Sustainable Drainage Systems (SuDS) are explored, covering flood resilience, benefits, sustainable drainage approaches, evidence of SuDS efficacy, their maintenance and integration into water-sensitive urban design (WSUD) for the entire city.
Water is central to life. Geomorphologists know that running water also plays a key role in sculpting the land surface. This chapter covers physical hydrology – the science concerned with the occurrence, distribution, and movement of water – and the movement and storage of water-borne sediment within the various Earth systems. In this chapter, we focus on streams and how they transport sediment, from source to sink. The material presented here forms an important background for Chapter 16, which focuses on landforms developed by running water.
Climate-induced floods disproportionately affect vulnerable rural communities within Pakistan due their immediate and long-term impacts on mental health. Over time, the community narrative around rain, mostly considered as God’s blessing, has shifted to fear and uncertainty, exacerbating flood-related trauma and anxiety. With excessive damage to infrastructure, disrupted health facilities, socioeconomic inequities and limited access to relief and emergency services, these remote communities are often neglected and remain deprived of basic psychological aid. This paper presents the integration of community-based mobile health services to deliver mental health and psychosocial support in six high-risk districts of Sindh and Balochistan, and provides policy and practice recommendations. Lived experiences of flood affectees have been highlighted to amplify community voices in transforming mental healthcare systems for underserved populations.
This study examines the scope and trends of empirical research on training activities for flood disaster response teams.
Methods
A scoping review, adhering to Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews guidelines, was conducted in June 2024 across four electronic databases and grey literature. The analysis included experimental and quasi-experimental studies published since 2005. An initial pool of 1193 studies was identified, 18 met the eligibility criteria and were included in the final analysis.
Results
These studies revealed three key themes: 1) evaluation and improvement of operational procedures, 2) preparation of response teams, and 3) management of health-related issues.
Conclusion
The results highlight the limited availability of empirical evidence in this area, reflecting the relatively small number of studies focusing specifically on training activities for flood disaster response teams. However, research in this field has shown growth since 2010, with a notable integration of educational technologies in most studies. Key training topics include psychological first aid and the evaluation of operational plans. Given the increasing frequency and severity of flood disasters due to global warming, further research is essential to develop and implement effective training programs, enabling response teams to address such emergencies more efficiently and comprehensively.
Climate change impacts are, however, coming to us all — developing and developed countries alike. For instance, Hurricane Maria’s devastation in the Caribbean and extreme heatwaves in Europe exemplify how no region is immune. The chapter discusses how even developed nations face significant challenges, such as wildfires in Australia and California, and flooding in Germany. Comprehensive policy responses are essential to address these widespread impacts. Insights from experts such as Ken Ofori-Atta, Ghana’s Minister for Finance, highlight the extensive effects of climate change, including infrastructure damage, economic costs, health effects, and migration. The chapter calls for a unified global effort to mitigate climate risks, improve infrastructure resilience, and implement robust economic and health strategies to protect all populations from the escalating consequences of climate change.
This preliminary longitudinal web-based study examines the progression of anxiety, depression, and posttraumatic stress disorder (PTSD) symptoms among individuals affected by severe flooding in Rio Grande do Sul, Brazil. The aim is to provide data that can inform early interventions and future research on mental health following disasters.
Methods
Sixty-four participants were assessed during the flood (T1) and 1 month later (T2). Evaluations included sociodemographic data, trauma exposure, and symptoms of depression, anxiety, acute stress disorder (ASD), and PTSD.
Results
Depression and anxiety symptoms remained relatively stable between T1 and T2, while posttraumatic symptoms increased significantly, particularly re-experiencing and avoidance. This progression suggests a shift from initial hyperarousal to more entrenched symptoms of reliving trauma and avoidance, indicating that the long-term effects of trauma may be more closely tied to PTSD. Additionally, trauma exposure and specific ASD symptoms predicted PTSD severity at T2.
Conclusions
The results suggest a time-dependent progression of PTSD symptoms, with initial hyperarousal giving way to re-experiencing and avoidance, which are central to PTSD. Early psychoeducational interventions targeting re-experiencing symptoms and avoidance may help reduce PTSD severity. Further research in larger, more diverse samples is needed to assess generalizability.
Explores two instances early in the Metamorphoses where chaos exerts itself on the formed world, namely the climate crises triggered by the flood and Phaethon narratives. These narratives frequently occur as a pair in philosophical discourses, where conflagrations and floods are seen as part of a regular cosmic cycle, whereby the world moves between phases of increasing and decreasing entropy, such as in the Stoic theory of the Great Year or in Empedocles’ cosmogony. In such cases, the Phaethon and flood narratives are seen as myths that can be mined for evidence of a ‘true’ scientific doctrine. In the Metamorphoses, however, the narratives of Phaethon and the flood do not indicate a stable cycle but rather are expressions of a world continually veering towards a chaotic collapse. This becomes evident when reading these narratives through the cosmic theories of Empedocles, Plato, and Lucretius.
Heavy rain and flood frequently occur in recent years and hospitals’ preparedness for flood is important. To secure patient safety, hospital evacuation planning and drills due to flooding by heavy rain is inevitable. In the study the relation of factors with hospitals’ preparedness for flood by heavy rain was analyzed.
Methods
Subjects of the study were disaster base hospitals in Japan (n = 765). Internet survey conducted in 2022. Bayesian network was used to analyze the interrelation of factors.
Results
430 hospitals (56.2%) were used for analysis. 42.1% of the hospital were located in designated flooded area and 33.7% of the hospitals have planning of hospital evacuation due to flooding. Display of area where flooding is expected in case of heavy rain and landslide warning area leads to a hospital evacuation planning and evacuation drills.
Conclusion
Display of flooded area by heavy rain or landslide warning zone by governments is effective in advancing hospital preparedness for flood. Hospitals’ recent experience of flood or landslide did not lead to evacuation planning or evacuation drills due to flood. These findings are useful in advancing hospitals’ preparedness for flood and heavy rain.
Given the US population concentration near coastal areas and increased flooding due to climate change, public health professionals must recognize the psychological burden resulting from exposure to natural hazards.
Methods
We performed a systematic search of databases to identify articles with a clearly defined comparison group consisting of either pre-exposure measurements in a disaster-exposed population or disaster-unexposed controls, and assessment of mental health, including but not limited to, depression, post-traumatic stress (PTS), and anxiety.
Results
Twenty-five studies, with a combined total of n =616 657 people were included in a systematic review, and 11 studies with a total of 2012 people were included in a meta-analysis of 3 mental health outcomes. Meta-analytic findings included a positive association between disaster exposure and PTS (n = 5, g = 0.44, 95% CI 0.04, 0.85), as well as depression (n = 9, g = 0.28, 95% CI 0.04, 0.53), and no meaningful effect size in studies assessing anxiety (n = 6, g = 0.05 95% CI −0.30, 0.19).
Conclusions
Hurricanes and flooding were consistently associated with increased depression and PTS in studies with comparison groups representing individuals unaffected by hazards.
The human health impacts of disaster are predicted to increase in frequency and severity due to the effects of climate change. This has impacts on all nations, but understanding disaster-related health impacts in highly populous nations, such as India, will help to inform risk preparedness and reduction measures for large proportions of the global population.
Problem:
Disaster-related human health impacts in India were examined via the use of survey data to inform risk reduction.
Methods:
A cross-sectional analysis of Wave 1 (2017-2018) data from the Longitudinal Aging Study India (LASI) was conducted to explore the impact of both natural and human-induced disasters on the self-reported health of people 45 years and above, as well as their partners (irrespective of age). Descriptive statistics, chi square tests of association, odds ratio, and logistic regression were used to analyze the data by socio-demographics, geographic location, and health concern type.
Results:
Out of a total 72,250 respondents, 2,301 (3.5%) reported disaster-related health impacts, of which 90.1% were significant. Rural residents and those with no education were more likely to be affected. Droughts were most commonly responsible for affecting human health (41.7%), followed by floods (24.0%). Two-thirds of the sample reported psychological trauma and one-in-five experienced chronic illness.
Discussion:
The LASI study presents an important first understanding of the self-reported human health impacts of disasters, both natural and human-induced in India. Findings indicate social determinants such as education level and rurality impact risk of disaster-related health impacts, while mental health concerns represent the biggest disaster-related health concern.
Conclusion:
Future waves of LASI should be examined to determine if human health impacts are increasing due to the effects of climate change, as well as the vulnerability of an aging cohort.
This chapter describes three main numerical methods to model hazards which cannot be simplified by analytical expressions (as covered in Chapter 2): cellular automata, agent-based models (ABMs), and system dynamics. Both cellular automata and ABMs are algorithmic approaches while system dynamics is a case of numerical integration. Energy dissipation during the hazard process is a dynamic process, that is, a process that evolves over time. Reanalysing all perils from a dynamic perspective is not always justified, since a static footprint (as defined in Chapter 2) often offers a reasonable approximation for the purpose of damage assessment. However, for some specific perils, the dynamics of the process must be considered for their proper characterization. A variety of dynamic models is presented here, for armed conflicts, blackouts, epidemics, floods, landslides, pest infestations, social unrest, stampedes, and wildfires. Their implementation in the standard catastrophe (CAT) model pipeline is also discussed.
Chapter 1 investigates the introduction of knowledge about the conversion of river flows into electricity to China in the late Qing and early Republican periods. Despite the prominence of fossil fuel energy in the industrialized world, certain Chinese intellectuals advocated harnessing the country’s abundant river resources to produce electricity as a means of achieving full national independence. Local elites took the lead in constructing the first set of hydropower stations in southwest China, and afterwards an increasing number of Chinese elites recognized the potential of hydropower in the country. As a result, in the context of a long-term national crisis, hydropower came to be, for many people, synonymous with the strengthening of the Chinese nation.
Flood is one of the major public health concerns increasing the risk of childhood diarrhea. This study aims to explore the association of floods with diarrhea among under-five children in rural India.
Methods
A cross-sectional study was carried out using large-scale nationally representative data from the National Family Health Survey-5. The Central Water Commission reports between the years 2018 and 2020 were used to group all the districts as non-flood-affected districts or flood-affected districts. Bivariate and multivariate logistic regression models were employed to assess the association of floods with childhood diarrhea.
Results
The prevalence of diarrhea was higher among children exposed to three consecutive floods during the year 2019-21 than those children not exposed to flood. Children exposed to flood three times between the year 2018-19 to 2020-21 were associated with a 34% higher likelihood of developing diarrhea than those children exposed to flood one or two times.
Conclusions
Our study suggests that community health workers should target mothers belonging to the poor wealth quintile, young mothers, and mothers with young infants and more children to receive child health related counseling in flood-prone areas.
Exposure to flood, one of the most widespread disasters caused by natural hazards, increases the risk of drowning. Driving through flooded waterways is a cause of death due to flood-related drowning, especially in flood-prone areas. This study aimed at identifying the risk factors for motor vehicle–related drowning in floods and its prevention strategies.
Methods
International and national databases (WOS, PubMed, Scopus, Google Scholar, Magiran, and SID) were searched in the time span from 2000 to 2022. The studies investigating the risk factors relevant to land motor vehicle–related drowning in floods and its prevention strategies were included and analyzed using thematic content analysis.
Results
In 14 eligible studies, risk factors for land motor vehicle–related drowning in floods were identified and categorized in 3 subthemes: driver (3 categories: socio-demographic characteristics, knowledge and attitude, and beliefs); technology (1 category: land motor vehicles); and environment (2 categories: physical and socio-economic environment). Physical and structural measures (1 category: road safety improvement) and nonstructural measures (4 categories: research and education and raising awareness, risk management, promoting social-cognitive beliefs, and reconstruction and improvement of legal infrastructure) were proposed as drowning prevention strategies.
Conclusions
The knowledge, attitude, and belief of the driver; the vehicle; and the environment were the most important risk factors of driving through flooded waterways. These factors should be considered when designing programs and physical and structural strategies for future interventions to curb this dangerous and potentially fatal driving behavior.
The co-occurring flood and coronavirus disease (COVID-19) increase the consequences for health and life. This study examined the strategies to manage the health consequences of the co-occurring flood and COVID-19, with a specific focus on these 2 challenges.
Methods:
This review included all the studies published in peer-reviewed journals between January 1980 and June 2021. Several electronic databases were searched, including Scopus, Web of Science, and PubMed. Mixed Methods Appraisal Tools (MMT), version 2018, assessed the articles retrieved through a comprehensive and systematic literature search. Descriptive and thematic analyses were carried out to derive strategies for managing the health consequences of the simultaneous flood and COVID-19.
Results:
Among 4271 identified articles, 10 were eligible for inclusion. In total, 199 strategies were identified in this review for managing the multi-hazard health consequences of flooding and COVID-19, which were classified into 9 categories and 25 subcategories. The categories included policy making and decision making, coordination, risk communication, logistics, planning, preparedness measures, response measures, social and humanitarian support, and actions of local communities and non-governmental organizations.
Conclusions:
Managing a multi-hazard and reducing its health consequences requires various actions. Flood management must be needed, and flood-affected people and their health should be protected.
During the night of January 31 to February 1, 1953, the southwest coast of the Netherlands experienced a ferocious storm, killing over 1800 people, causing untold suffering and a major economic loss. As a consequence, the Dutch government initiated the Delta Project, which, through a combination of engineering works, should make the country safe for years to come. As part of this project, risk measures were introduced, like the so-called Dutch standard of a 1 in 10 000 years safety measure. Their statistical estimation was worked out and embedded in major engineering projects. These resulted in the construction of numerous new dikes along the coast. Through this example, we highlight several aspects of hazard protection. First, mathematics has an important role to play. Second, interdisciplinarity is key. Third, with such major and costly projects, spanning several generations, a clear communication to politicians as well as the public is both demanding as well as necessary.
